Preface


               The FY 2022-2023 Road Maintenance Program is a comprehensive plan to operate and maintain
               Washington County’s complex network of transportation infrastructure in an efficient and cost-
               effective manner.  Washington County’s road maintenance philosophy is to apply the right level
               of resources, at the right time, providing the highest level of service for the best value.

               Program highlights for FY 2022-23 include :

                 38 miles of gravel road surface stabilization
                 15 miles of paving performed by LUT crews
                 51,600 lineal feet of crack sealing
                 3.24 miles of contracted paving involving 10,600 tons of asphaltic concrete
                 15 miles of contracted slurry seal for the Urban Road Maintenance District
                 4 major culvert replacements
                 6,400 lineal feet of guardrail improvements performed by contractors
                 1,230 lineal feet at 32 locations of culvert replacements performed by LUT crews
                 250 miles of sweeping urban and rural bike lanes, widened shoulders and riparian
                   management areas
                 1,800 miles of clearing and trimming shoulder vegetation
                 400 drainage structures cleaned and serviced

               While this plan represents the bulk of the work related to Washington County’s crews and
               contractors, additional capacity in the work force is reserved for unexpected events such as
               emergency response, requests for service or other unforeseen circumstances or opportunities.

               Washington County does not provide inspection and repair services for sidewalks, but instead
               relies on adjacent property owners for sidewalk maintenance and repair consistent with ORS
               368.910 for the unincorporated area and similar provisions in the codes for municipalities for
               sidewalks on County roads inside city limits.
