Road Maintenance Program Guidance
The annual road maintenance program is guided by Goal 11 of the Washington County Transportation

System Plan 2020 (A-Engrossed Ordinance No. 799) . Contained within Goal 11 are several key
strategies that provide direction associated with road and bridge maintenance:
1. Preserve the public’s investment in transportation facilities.
2. Program maintenance activities through the annual Washington County Road Maintenance
Program.
3. Maintain transportation facilities, within funding limitations, to adequately protect public safety,
private property and the environment and to provide a system that is structurally sound and
reliable.
4. Monitor the efficiency and cost effectiveness of transportation maintenance procedures and
revise as needed to provide effective use of available maintenance funds.
5. Distinguish between countywide and local maintenance responsibilities. Address transportation
system maintenance needs through mechanisms that recognize the primary responsibility of
system users.
6. Work with partner jurisdictions and property owners to adequately maintain facilities intended
for non auto use.
Listed below are strategies that are applicable to the development of the annual road maintenance
program:
1. Implement an Asset Management Program and inventory and inspect system assets.
2. Prioritize road maintenance expenditures using the Road Maintenance Priority Matrix.
